LONDON, May 27

The majority report of the Royal Commission declares that the shipping rings afford steadier freight rates and more regular service. The report recommends the formation of a Shippers’ Association recognised by the Board of Trade, with a view to a conciliatory settlement of the dispute.

The minority report declares that rings are necessary in the interest of British and colonial trade, and recommends the Board of Trade to issue regulations.
