Mr Smuts announces a Bill to provide for proportional representation in municipalities.

Durban correspondent reports that the Labor Party in Natal unanimously rejected the Union Constitution, owing to the elimination of proportional representation, also because the Mozambique treaty favors a foreign port and the importation of indentured labor.
