Pichon, Minster of Foreign Affairs, replying to a question, intimated that he would ho reluctantly compelled to retaliate unless Britain amended he provisions of the Act imposing a pilotage surcharge on French merchantmen entering British ports. v LONDON, June 15. Sir Edward Grey, Secretary of State, for Foreign Affairs, contends that the reciprocity mentioned in the AngloFranch Maritime Convention of 1882 relates to ships and not to persons.
