A SENSATIONAL REPORT. ALARMING DEFECTS. United Press Association—Copyright (Received June 24, 9.55 p.m.) . PARIS, June 24. The French Navy Commission has presented a sensational report. It declares that France spent 120 million sterling in the last decade on the navy, and Germany rather less, yet France, which was the second naval Power a decade ago, is now fourth, and Germany, which was fourth, is now second. This' is due to the absence of organisation. Ships had been ordered before the plans were completed. Six battleships of the Danton type cost 50 per cent, above the estimates. There is not a single graving dock to accommodate the Dantons. These will be finished in 1911, but their guns and ammunition will only be ready in 1914 and 1915. Some guns had been ordered without the models being tested. Defects in existing: guns have causod so many accidents that the Mediterranean squadron has abandoned firing practice. Some of the big guns would be worn out after firing 100 rounds.
