Sir Charles Tapper write® to the Nineteenth Century, advocating the All Red Route. He suggests, in the place of the Dreadnought gifts Canada. New Zealand, and Australia should build large steamers under the Admiralty’s supervision, commanded by naval officers, with trained men and provided with armaments, able to preserve the trade routes, in time of, war being transformed into -troopships, each Dominion being at liberty to construct an additional local navy.
