Reuter’s Pekin correspondent states that Britain, Austria-Hungary, and the United States notify China that they do not recognise the preliminary -.RussoChinese agreement for the administration of the railways in Manchuria. They emphasise that any laws affecting the right to revise international settlements with China must originate with the treaty Powers.
