Beresford, speaking as the guesti of the London Chamber of Commerce dinner, adhered to- everything lie had said in his previous speech. He emphasised the necessity for beginning the construction of four contingent Dreadnoughts in 1909. Otherwise, in the event of an emergency, -we would be unable to begin the new programme of 1913 because the yards and slips would be filled with, the old programme. It was expedient to augment the shipbuilding plant in -readiness for any demand. He reiterated that safety depended not on one type of ship, but on a fleet complete in all units. Mr Rason, Agent-General for West Australia, responded to the toast of the overseas dominions.
