Buxton, Postmaster-Gen-eral, in reply to Mr. Henniker Heaton,, said that he regretted his inability, under existing circumstances to introduce a Bill to assimilate.colonial newspapers with those published in Britain, in the matter of registration, so as to enable them to be re-posted at a moderate postage rate to persons in the United Kingdom.
