M. Bourgeois refused the French Premiership. President Fallieres has invited M. Briand to form a Ministry. The Radicals and Socialists have unanimously resolved that the Premier must belong to their groups. This is intended to eliminate M. Briand, who -is (?not) a Socialist. [M. Briand was Minister of Public Instruction in the Cabinet of M. Clemenceau, which has just resigned.]
