In the House of Commons the Master of Elibank, in reply to Mr Mackarness, said that Sir E. N. Baker’s speech was both timely and sensible. The Master of Elibank informed Mr Smeaton that Sir E. N. Baker, Lieutenant-Governor of Bengal, had always been one of the foremost Indian reformers.

Reuter’s Simla correspondent says that the Ameer of Afghanistan and the Kabul officials are giving all facilities for a general, arming of the Afghans and the border tribes, and that the latter are steadily procuring better weapons. Large numbers of repeating rifles have been sent to Herat and other stations.
The whole question is giving much concern to the Indian Government.
