THE CONTROL OF NORFOLK ISLAND. • PROPOSAL TO MAKE IT FEDERAL TERRITORY. United Press Association —Copyright (Received August 3, 12.40 ,a.m.) MELBOURNE, August 2. The Federal House of Representatives to-morrow will deal with a Bill to take over Norfolk Island and make it Federal territory. A Bill will also he introduced for the establishment of a Federal Agricultural Bureau.

The Defence Bill will not be introduced until after tho Budget has been delivered on August 12th.

[Norfolk Island is about five miles in length and three in breadth, and is situated about 400 miles from New Zealand and 940 from Sydney. It has had an interesting history. The island was discovered by Captain Cook in 1774, and was taken /possession of for Britain by tho first Governor of New South Wales, Captain Phillip, in 1788. From 1826 to 1855 it was 'used for a convict establishment. In 1856 a number of the descendants of the mutineers of the Bounty (94 males and 99 females) were removed thither fronf; Pitcairn Island, and it was created a separate settlement undc r the jurisdiction of the Governor of New South Wales. By further Orders-in-Council, in 1897 and 1900, the Government of the island -was vested solely in the Governor of New South Wales. Ia 1902 it was notified that the then Governor, Sir Harry Ravvson, approved of the Premier for tho time being exercising all Ministerial functions in. '■connection with the affairs of the island. Arrangements were initiated' shortly afterwards, for the transfer of the island to the Commonwealth.
