The following report from the Waterworks Committee was read and adopted at the meeting of -the JB.or.QUgh Council on Wednesday night: —" , “The committee find that the contract was lot to the Spiral Pipe Company on Ist May, 1906, for laying 21 i miles of 15-incli spiral'pipe, etc., for the sum of. £38,37.0, to be completed in one year. In June, 1908, £27,866 had been paid on account of work, and the contract was not finished, so an agreement was (entered into on 10th June, 1908, suspending operations for the winter until Ist October, 1908. On sth December, 1908, another agreement was entered into reducing the testing pressure to 1501 b, and a payment ol 415000 was made, the contractors waiving~if cl Jim for extras for £IOOO, and allowing the Council £350 off the contract price, and agreeing to complete in four months, which time expired on tlie sth April, 1909. The position now is that out of the contract price of £38,370, there has been paid £32,216, thus leaving a balance of £5154 due on the contract, together with a deposit in hand of £3OO. ..Your committee therefore suggests that’the Council adhere to the contract and agreement, ‘That no money be paid over until the works , are completed, but that should the Pipe Company approach the Council regarding suspension of work for winter months, they be allowed to delay operations until'October upon terms as provided in the last agreement.”
