United Press Association —Copyright NEW YORK, August 16. “Collier’s Weekly”, a journal published in New York, declares that Germany’s determined policy makes an armament race inevitable. It concerns America, because if the latter indulges in a Japanese war, Germany would seek a footing in South America. It adds : “It would be singular if Great Britain intervened in defence of the Monroe doctrine.”
