Sir Albert Spicer, addressing the Chamber of Commerce, said nothing would tend to bind the Empire more closely together than a reduction in the cost of cablegrams. It was the most important question that could claim attention in different parts of the Empire. He declared that Britain was never in a stronger position commercially and industrially than to-day. [Sir Albert Spicer is a member of the British House of Commons, having represented Central Hackney in the Liberal interest since ISO 6. He is a member of the firm of John Spicer and ■ Sons, wholesale stationers, and has taken a prominent part in religious, so--cial and educational movements.]
