BOROUGH COUNCIL.

FORTNIGHTLY MEETING.

Tlie fortnightly meeting of the Borough Council was held last night. Present: The Mayor (Mr. W. D. Lysnar)," Crs. Kirk, Maynard, Darton, Clayton, Collins, Somervell, Smith, Pettie, and Harris. CORRESPONDENCE. Messrs A. and T. Burt, Ltd., Dunedin, forwarded, quotations for and samples of brass figures for housenumbering purposes.—lt was decided to i>rocure a quantity to be screwed on to the doors, the charge to each householder to be Is. Mrs. Adams, Lowe Street, wrote complaining of great irregularities in the scavenging, service at her premises.— The matter was referred to the Sanitary Inspector to- act immediately. The managing director of the Spiral Steel Pipe Company (Mr. A. H'atriek) wrote formally requesting permission to suspend operations on the pipe line until the state of the river renders it possible to go on with the work. The letter also stated that the action of the Council in refusing a progress payment was a harsh and unreasonable one.—On the suggestion of the Mayor it was decided to refer the matter to Mr. Robert Hay, to have the necessary agreement drawn up regarding the stopping and re-eommecement of the work, the terms of the agreement to be the same as those of the preceding year. Mr. John Hay, borough turncock, advised the Council that Mr. Parker required the cottage at present occupied by the Council’s employee at the head of the waterworks, and also recommended the purchase of land and erection of a cottage as soon as possible.—The matter was referred to the Waterworks Committee, with power to act.

Mr. C. J. Morris wrote complaining that with . the permanent levels his ground in Whittaker Strefc would be two feet below the pathway, and asking for the consideration of the Council. On the motion of Cr. Darton, seconded by Cr. Smith, it was decided to reply stating that the Council could not accede to any request for the alteration of the standard levels, but that when the work was being done another application could be made. The secretary of the Cosmopolitan Club wrote applying for permission to open up Bright Street to low watermark for the purpose of laying a drain. —The request was granted. Mr. C. F. Spencer, of London, wrote offering to give quotations to the Council for a loan up to £2,000,000. —It was decided to reply forwarding details of the proposed loans, of the borough, and to request quotations for a loan. Messr Bull, Kellett, and Kennedy petitioned the Council to form and .metal the portion of Parau Street abutting on Crawford Road, and offering to pay £3O towards the cost.—lt was decided, after discussion, that the request be acceded to. On behalf of a number of Wliataupoko residents. Mr. W. L. Rees applied to the Council to remove the ruined bathing shed near the footbridge.—lt was. decided to comply with the re-: "quest. ' _ ,v Mr. J. Hamlton submitted quotations ftfr concrete kerbing work.- —The matter was referred to the Works Committee with power to act. Mr. Wm. Tattlcy wrote drawing.the attention of the Council to the fact that the drainage from houses in Russell Street was being diverted into his property through the Council’s drains. —The Mayor said that the position was being deait with, and on his suggestion it was decided to inform Mr. Tattley to that effect. The Nightwatchman (Mr. W. Fraser) reported an outbreak of fire in Wailcanae on Thursday, August 19.. OVERSEER’S REPORT. The Overseer, Mr. M. Morgan, presented the following report:—Childers Road: The footpath authorised to be kerbed in this road, from Colxlen Street to Carnarvon ocreet, has been reformed, and gravelled. This path having been out of its proper line, has necessitated re-forming the side of the road also, which is now being gravelled. Beere’s Lane: The culvert authorised in this street is in hand. Clifford Street: The paths in this street, from Sheehan Street to Hall Street, are being trimmed up and covered with sand as authorised. Williams Street: The work of trimming this path is not vet completed. A good deal of general repairs, with gravel on different parts of the borough, is being carried out. Harris Street, ICaiti, from Wainni Road to Iranui Road, was worn very badly,and I have been obliged to gravel, the whole length of this road. The levels for Adair Street, as required by Mr. Hood, builder, will be before your Council for approval: Ivahutia Street: The contractor for the formation, .of this street has this work well in hand.” The report was adopted. - INSPECTOR’S REPORT.

The Inspector, Mr. J. 11. Little, presented the following report f Since vour last meeting the different blocks numbered on plan 12 14, 16, 22, Whataupoko, 1,2, 4. Kaiti, and 9, 12. 13, 14, 15, 21, 22, 23, Gisborne have been inspected and found satisfactory, except in Block 22, Whataupoko, and 9 and 13 in Gisborne. The nuisance caused on Block 22, Whataupoko, is by tlie owners or occupiers of seven houses in Sheehan Street, Adair Street, _ and Russell Street running household slops and batli water into the open street drain. This drain cresses Russell Street at the end of Sheehan Street, and into Mr. Tattley’s property, where the natural watercourse is situated. This Mr. Tattley objects to, and I haye. served the occupiers and owners wltn notice that they must immediately cut off all slops and bath water from the street drain or proceedings will be taken against them. On Blocks 9 and 13 I found ,a drain blocked and running over the ground. This will, be i-ectified is soonas possible. 1 Soil-pan contract: The contractor is now' in a position to hand over to the Council a further lot oT 850 pans, which he has completed, and with the former lot taken over will total 1620 now ready to he delivered. Up to even date 810 pans have been sold by the Council, and will be delivered at an

early date. To insure a fair start of this system bat as early a date as possible, I would again remind the owners of houses that they must procure tne special pan approved of By the Council, as when the "new system is started we will not be able to run two different carts. The two sets of harness tendered for at last meeting have been completed in a satisfactory manner, and J would rcommend the payment for same as per tender. Health ! report.^—l have received one notification of scarlatina in the borough since last meeting. This case has boon re- : moved to the isolation ward at the hospital. Mr.- W. L. Rees. Cosmopolitan Club, .and Bank of Australasia apply for permission to put; down septic tanks on their properties.* All their plans have been approved of by the Health Department. 7 ’ The report wag adopted. Accounts amounting to £596 15s 7d were passed for payment.
