RESTRICTION OF OPIUM TRAFFIC A GOVERNMENT PROCLAMATION. United Pit less Association —Copyright (Received August 30, 10 p.m.) LONDON, August 30. Reuter’s Teheran correspondent states that the Persian Government has issued a decree restricting the sale of opium, with a view to the ultimate suppression of opium smoking, which the proclamation declares is responsible for Persia’s backward condition.
