It resolved that a democratic education policy should include State maintenance of school children, scientific physical education, skilled medical treatment for all requiring it and openair recovery jschoole, and secondary and technical education for every child, the Imperial Exchequer to bear the cost by means of grants and by the restoration of misappropriated educational endowments.
