A SUGGESTION FOR RELIEF. United Pbesb Association— Copyuigiit. (Received September 13, 11.15 p.m.) LONDON, Sept. 13. A Blue Book appendix to the report of the Royal Commission on the Poor Laws contains a report by Mr. Cyril Jackson, export to the Poor Law Commission, and the Rev. J. Pringle, contending that relief works, whether national or municipal, under the Unemployment Act, only intensified the evil. They remark that industry, is at present unorganised economically. Trade unions had done their best to steady labor. Any State or rate funds spent to aid the unemployed should supplement trade union funds, and thus give a bonus to thrift.
