PRESIDENT TAFT’S OPINION

•Speaking at Winona, Minnesota, President Taft declared that the Tariff Bill was a substantial achievement in the direction of downward revision. It was utterly useless to talk of another revision during the present session of Congress. He admitted that the wool schedule was much too high. President Taft defined the purpose of the revision as a reduction of those excessive rates which tempted the formation of monopolies, and not the reduction of prices, by admitting foreign competition.
