ADMINISTRATION CONDEMNED BY PRESIDENT TAFT.

President Taft, speaking at Chicago, condemned the administration of the criminal law as a disgrace to civilisation. He contrasted the delays with the speedy businesslike procedure of the English Courts, and said ho had also found undue delays in civil Courts.
It is reported that President Taft favors the appointment of a commission to devise the reform of the Federal Courts to serve as a model to the Stato Courts.
