NEW RAILWAY COMMISSIONER. Unitho Piticsa Abhooiation —Corritioirr.SYDNEY, Sept. 24. Mr Harper, chief traffic manager, lias been appointed Railway Commissioner in succession to Mr Kirkcaidie. STATE DEBTS. MELBOURNE, Sept. 24. Mr Deakin moved the second reading of the Bill to enable the Federal Government to take over the State debts. He explained that it would allow control of £250,000,000, and relieve the States of all obligations excepting the payment of £3,100,000 interest. The debate was adjourned until Tuesday.
