Senator Denver declared that the corporation tax was a compromise, to prevent the passage of the income tax, which undermined the protective system and enabled the Democrats to push the propaganda on behalf of a tariff for revenue only. He advised the State to impose heavy graduated inheritance taxes; and to pass laws requiring the division of multi-millionaires’ fortunes.
