A ROYAL CHARTER GRANTED. United Press Association— Copyright. LONDON, Sept. 27. The “Times” states that King Edward has granted a charter and diploma to the Royal and Colonial Society of Artists, which tvill send a collection of pictures to Montreal for exhibition in November.
