CONDITIONS GREATLY IMPROVED

Marquis Katsura, Prime. Minister of Japan, made an important speech at the Bankers’ Club, Tokio. He said the national finances were now on a sound footing, and it was possible to readjust taxation. Funds were available towards the redemption of the national debt. The salaries of civil servants would be raised. The relations with the United States were excellent.
