Earl Grey, speaking at Winnipeg,, replying to criticisms of his recent speeches, said he was quite conscious of his constitutional limitations. For five years he had walked the tightrope of platitudinous generalities. He was unaware that he had yet made any serious slip. He had always striven to call'the "attention of the people to the importance of high national and Imperial ideals.
