THE INTERNATIONAL FEDE.RA--TION. United Press Association— Copyright (Received October 26, 10.40 p.m.) LONDON, October 26. The InternatiC'Tl Shipping Federation, which inclutis 16 millions of tonnage, owned in Britain, Germany, Sweden, Denmark, Holland, and Belgium, proposes to enable ships to load and discharge during strikes, and indemnify members against losses. Mr. T. L. Devitt, of Devitt and Moore, has been appointed president, and' Herr Ferst, of North German Lloyds,, vice-presi-dent. France and Norway will join shortly, and also other nations when local federations have heen established.
