At the annual interstate conference of the Federal Licensed Victuallers’ Association, the president in the course of his address said that, notwithstanding the prohibition laws in New Zealand, and because of them, there was .an ever-increasing flow of liquor into dry districts. ' The amount of liquor pier head consumed in the Dominion was on the increase; crime also showed an upward tendency in prohibition towns. The utter failure of prohibition in America 'was a commonplace to the investigator.
