A good instance is New Zealand’s establishment of a State Guaranteed Advances Department. The Bill proposes a somewhat original line of action, which must be regarded as largely experimental, but is convincing evidence of the Government’s recognition of the public’s necessities, and its intention to supply them on businesslike lines.”
