THE BRITISH CONSTITUTION

A CRITICISM BY SIR WILFRID LAURIER. United Press Association Copyright. (Received October 28, 9.25 p.m.) * OTTAWA, October 28. Sir Wilfrid Laurier, in a brilliant address at Montreal, upon the British .Constitution, declared that it was moie democratic, elastic, and responsible to public needs than the American. One point wherein the American was superior was that it was federated. Federation was a potent instrument for unity, despite ethnological and geographical divisions. It was astonishing that William Ewart Gladstone did not hit upon the federated principle as a remedy for the Irish question. The British Parliament was now overloaded with petty •details. Perhaps some time the federated principle would be applied to England, 'Scotland j and Ireland in a now ■Constitution for the Empire.
