CONGO REFORMS.

THE PROPOSALS OUTLINED. United Places Association— Copyright BRUSSELS, Oct. 29. The Belgian Colonial Minister outlined the proposed Congo reforms. Between 1910 and July, 1912, freedom of trade would be established in the produce of the soil throughout the districts hitherto claimed as State property. The Government will consider the advisability of rebuying concessions from companies. In the future taxes will be levied in money, and enforced porterage will be suppressed. It is declared that charges of cruelty against Belgian administration are false.
