After the Chamber had adopted the first clauses of the Electoral Reform Bill, with proportional representation, M. Briand intervened, and threatened to resign if the discussion on the Bill was continued when there was barely time to vote the estimates and 1 old age pensions. There was much excitement, and when the clause as a whole was put it uvas rejected by 291 votes to 225.
