T ADIES AND GENTLEMEN,— | J In seeking once again your support, at the Poll on Wednesday next, I wish to assure you that my views are practically what they were when 1 had the honor to address you this time last year. - What I wish to impress on every Countv elector is that the present contest, though apparently for si seat m the Countv Council, is in reality for a Koufc on. the Harbor Board, and that it may result in a heavy loan being imposed on the Ratepayers. I may say emphatically that I am opposed to any Harbor Loan at present. Ido not see, from a County ratepayer’s point of view, that it would be prudent to incur any greater litbi.Uties in respect of a harbor than we are now under, sit any rate for a few years. In Countv matters generally, in view of the division of the County and of the further division now attempted, it is impossible to have any very permanent views; no one knows what the next turn of the kaleidoscope may reveal. I have fulfilled my pledge of lastyear to bring the Count- rate back to Id, and I hope it is possible, by separate rating, to bring the general County rate to Id.
