THE DEVELOPMENT BILL

United Press Association —Copyright. LONDON, Nov. 26. During the discussion in the- House of Commons on the Lords’ amendment in ' the Development Bill, the Speaker ruled that it was a trifling amendment, with which the Government would agree, but it would increase the charge upon the public funds, and was therefore a breach of privilege. The amendment was negatived. AVhen the Speaker intervened regarding the amendment in the Development Bill, Mr Lloyd-George declared that the question of privilege having been raised lie refused to accept the amendment, adding: “We do not intend to waive our privileges upon any matter.” LIBERAL HOOLIGANS. In response to an appeal by the Liberal organisation, 2000 demonstrators, including some of the hooligan element, assembled in Parliament Square, singing, “God gave the land to the people.” They groaned and hooted the Peers. The police, in reply, dispersed the demonstrators, and four arrests -were made.
