PARLIAMENTARY METHODS. , An interesting'discussion took place in the House of Representatives last week on the subject of the hours observed by that august tribunal. As. is well known, the bulk of Parliamentary legislation is dealt with in hours approaching midnight when it is reasonable to suppose that members are not at their- best physically or mentally.
