The Assembly, accepting the Council’s amendment, passed the Capital Site Bill, and also the bulk of the amendments in the Closer Settlement and Factories Bill. VICTORIA COPIES MAORILAND. MELBOURNE, Dec. 9. The Assembly has passed a Bill authorising the establishment of a State coal mine. In the Senate, Senator Miller stated that a conference on wireless telegraphy would be opened at Melbourne on the 15th. It would deal with the question of communication with the islands of the Western Pacific, besides Australia and New Zealand. The High Commissioner of the Western Pacific would be represented. The Senate passed an Appropriation Bill.'. , ■ •
