Privy Council, and was also a member of the London County Council from its formation in 1889 to 1907- He was its chairman, in 1903. He was Under-. Secretary for War 1895, Lord-in-Wait-inz 1892-95, and chairman of the Royal Commission on Mines in 1906. He was also an author, haying written m such diverse regions of literature as fiction and legal questions.] ; - .
