A BASELESS RUMOR

Doctor Paul Kohrbach, one of the •'German Government’s severest critics, in an article blaming it for alleged pusillanimous concessions in Asia Minor and Morocco, started a rumor that an understanding had been reached ■with Britain to slacken the development of - the navy. BERLIN, Dec. 28. A semi-official statement at Berlin ..declares that the rumor of an understanding with Britain is baseless, and reiterates that Germany does not in- • tend to recede from the shipbuilding - programme established by law.
