AMERICAN PROPOSALS REJECTED.

LONDON, Jan. 22
Russia lias rejected the proposals of Mr Knox, American Secretary of State, for the neutralisation of the Manchurian railway. The Russian Government emphasises that no danger threatens Chinese sovereignty, nor the policy of the open door, and that neutralisation would injure Russia’s State and private interests, which have Been established by colossal efforts and sacrifices, and would constitute an unjust infringement of the rights and privileges of the Chinese eastern railway and other undertakings.
Japan has also refused Mr. Knox’s proposal, and declares that it would be no advantage to Japan or China, and that Japan is strictly adhering to the open door in Manchuria.
