THE. “INDEPENDENCE” PROPOSALS. fPicn Press Association.! WELLINGTON, Jan. 28. Yesterday’s sitting of. the Anglican General Church Synod Avas devoted wholly to the discussion of the “independence” proposals, and an unfinished debate on the Bill introduced by Archdeacon Williams, amending the mode of election of the Primate, and providing that he should be styled “Archbishop and Primate of NeAv Zealand.” The bill provided that only one ballot should be taken at the election of a Primate, the senior bishop to receive the preference in the event of a majority of three Azotes not being cast for any nominee. The bill, having passed its second reading, aaws considered in committee. The first clause (relating to the title of the Primate-ele-ct) was rejected, the voting being: Bishops, ayes 1, noes 4; clergy, ayes 12, noes 7; laity, ayes 9, noes 9. Clause 2, .relating to the mode of election AA-as amended to read thus: “A second, and, if necessary, a third ballot shall be taken, the number of A r otes of each order given for each bishop to be declared after each ballot.” Progress A\'as reported before the third reading stage Avas reached. PROPOSALS FOR COMPLETE AUTONOMY REJECTED. The Anglican General Synod to-day rejected the proposals of Bishop Julius in favor of complete autonomy for the Anglican Church in New Zealand.
