United ' Press Association— Copyright (Received February 4, 12.25 a.m.) MELBOURNE, Feb. 3.
Although Lord Kitchener’s formal report will not he sent to the War Office and the Commonwealth Government until his New Zealand visit is concluded, Ministers are becoming verbally acquainted with some of his more important conclusions. The opinion is gaining ground that Lord Kitchener will recommend a modification of the Military Board system of administration, and a reversal to the general officer commanding system on the purely war side of administration. :He is also likely to recommend the expenditure of an enormous sum in strengthening the whole defences of Northern Australia. Lord Kitchener sails for Tasmania, tomorrow.
