RECIPROCITY BETWEEN CANADA AND WEST INDIES.

LONDON, Feb. 4

Lord Balfour, of Burleigh, in a speech at Kingston, Jamaica, said that from conversations with leading Americans he was profoundly convinced that if reciprocity between Canada and the West Indies were wisely and properly done, it would not cause offences.

Replying to Senator Van Heecher, the Dutch Minister of Foreign Affairs (Jonkheer R. de Marees van Swiuderen) refused to ask for a further declaration of guarantees that Britain and Germany, in case of war, mid respect the integrity and neutrality •>! the Netherlands. He added that the neutrality of the Netherlands was sufficiently guaranteed. The declaration received attention owing to Germany's supposed designs on Holland.

AFRICAN FREIGHT RATES. Berlin, Feb. 4. The German companies have agreed to refrain from cutting African rates, ponding the result of negotiations with the English lines.
