The Canadian debate continues for a week. All Conservatives except three or four from Quebec support Mr. Borden, leader of the Conservative parity. The dissentients, through Mr. Monk, moved an amendment for a plebscite on the ground that the Bill alters Canada’s relations <ay it’ll the Empire.
