STATEMENT BY THE COMMONWEALTH PREMIER.

United Press Association— Copyright (Received February 16, 9.45 p.m.) SYDNEY, Feb. 16.

(Speaking at Maitland, Air. Deakin said that the Government had received from Lord Kitchener a scheme, in consonance with -the Defence Act, which would he found to throw it into a new shape, to make it more practically effective in its parts and altogether, as they could scarcely (have accomplished it without the advice of the man who had already made two or three armies for service on behalf of the Empire. Reinforced by his authority, the scheme would he put into operation at once. Preliminary arrangements and appointments were already being made. It was a scheme not only for raising men and organising th©m, but also for arming them, making themselves self-dependent in the matter of ammunition. Th© small arms and cordite scheme would enable Australia to stand -for herself in the Empire, and to assist the Mother Country to stand against the world.
