The Congo Budget has been voted by 79-to 40. The revenue continues to be mainly derived from forced labor. Mr G. D. Morel, leader of the Congo reform movement in Britain, states that King Leopold transferred £2,000, 000 to other institutions which properly belongs to. Hie Congo. J.f the money is recovered King Albert is willing- to devote it to remedy the. evils of the Congo.-
