In the House of Commons, Mr. A. Burgoyne asked whether the Admiralty considered the Australian and New Zealand Dreadnoughts part of the fleet for the purposes of war in metropolitan waters, and included them in its calculation of the- two-Power standard. All*. McKenna replied that he was unable to answer a hypothetical questiondepending upon what is the strongest Power When the second of the two battleships is finished.
