GREAT BRITAIN’S ATTITUDE
(Received March 13, 5 p.m.) LONDON, March 12
In the House of Commons, Sir Edward Grey, Foreign Secretary, said that the recent debate on Congo affairs showed that Britain was watching the promised reforms in an attitude of suspense and benevolent expectancy. The ■recognition of the annexation of the Congo by Belgium was dependent- on definite guarantees that the new system would constitute a definite change, and upon receiving satisfactory reports from the Consuls. A CORRECTION. Router explains that the report cabled on March sth erroneously attributed to the Minister of Justice remarks by Mr. Vandervclde, who hoped that the revenue would be .applied for the benefit cf the natives.
