GOVERNMENT WTLL NOT CONVENE CONFERENCE OF ' - BOARDS.

At a meeting of the North Canterbury Board of Education to-day/a letter Avas received l from the Department stating that the request from the Board to the Minister of Education to convene a conference of Education Boards, at an early date to discuss matters of administration in connection with the. primary schools system, had been laid before the Minister as desired, but the Minister regretted that, owing to the appropriation being already exhausted. he was unable at present to make arrangements, to meet the Board’s wishes in the matter. The letter was received. CAPITATION FREE SCHOOL BOOKS. Speaking on the. subject of the withdrawal by the Government of the capitation allowances previously, granted t 0 school committees, Mr. Jamieson pointed out that it would He better to abandon the free school books system and restore the capitation. The free book system, he. contended, had been a failure, and the amount expended on that system exceeded bv -6267 IDs 5d the total capitation payable for incidentals. Free books, lie added, were not asked for, all that was wanted lining uniform iby of school books for children moving from place to place.
