UNSCRUPULOUS FOREIGN COMPETITION.
British manufacturers and exporters have formed an influential association to combat unscrupulous foreign competition. They do not propose vo boycott foreign goods generally, hut only those palmed off on the public as British. They also intend to institute prosecutions against fraudulent traders. SERVITUDE FOR LIFE. John White has boon sentenced to servitude for life at Birmingham for causing his mother’s death by trying to induce her to drink cyanide of potassium, resulting in her death through fright. A DAMAGING HAT PIN. BRUSSELS, March 16. Tlie Belgium Court awarded £4OO damages to a. man who was blinded by a hat-pin in a tram car. The lady who wore the hat-pin and the tram-car company were ordered to pay half tlie damages each.

NEW YORK, March 16. ■Senator Aldrich has introduced a Bill in the Senate to establish a commission to inquire into Government business methods, with a view to reducing expenditure in the various departments. [Tom, Browne, was bom at- NotTngham in 1872, and commenced black and white work at the age of 17. He exhibited at the Royal Academy in 1897, and is well known, as the publisher of “Tom. Browne’s Comic Annual,” “The Night Side, of London,” and other works.]
