The news published in this issue that loan money to the extent of £71,000 has been provisionally allocated for ex_ penditure upon a sewerage scheme and the construction of a waterworks reservoir is exceedingly welcome. It indicates that the Advances Board in Wellington has exercised a wise disci iurination, so far as this district is concerned, in giving first preference to schemes of a non-speculative character. There can be no controveisy as to the urgent need of the town for a sanitation system and also for a water reservoir, which are, therefore, on quite a different footing to the proposals for tramways, electric light, etc. These others may, and probably will, come later. They are doubtless delayed, by the fact that applications for grants have far exceeded the amount nvailablc, and consequently a selection lias had to be made. A telegram which has been received in Napier indicates that this is so, and under the circumstances Gisborne can scarcely complain of unfair treatment. As for +R-. future, it seems probable that we shall have to wait some time for our trams and electric light, if we are to depend upon Government guaranteed loans to pay for them, and there seems no probability of getting the money (reasonably cheap *Tsewhere. Quite likely the loan for waterworks extension will be approved before long, hut we imagine the road construction scheme as outlined' by the Mayor will ho very carefully scrutinised and possibly amended before it is made the subject of a- Government guaranteed loan. Events so far indicate a commendable caution on the 'P a rt of the Advances Board in the conduct of its highly important duties. All of the proposals sanctioned by the local ratepayers were for necessary works, and Wo should have been better pleased had it been possible to arrange for their simultaneous construction, but apparently ‘bo best that was possible has been done.
