The Czar signed a manifesto commanding the introduction into the Duma and Imperial Council of a Bill concerning the procedure observable on which to base the laws affecting Finland only and those of the Empire generally. The Finnish Diet’s view thereon shall be submitted for the Duma’s and':lmperial Council’s consideration. His Majesty' is confident that the Duma and Imperal Council will fulfil the task ■of promoting the unity and'integrity of the Empire and the prosperity of all ’faithful subjects.
